Lathran J. Woodard - Chief Executive Officer

Lathran Johnson Woodard is the Chief Executive Officer (CEO) of the South Carolina Primary Health Care Association (SCPHCA or Association). Ms. Woodard has been with the SCPHCA for more than 30 years. She holds a degree in business administration from Southern Wesleyan University. 

As the CEO for the SCPHCA, Ms. Woodard works to ensure that federally-funded community health centers and community mental health centers that provide vital services to medically underserved communities in the state are strengthened and have the capacity for growth. In addition, she is responsible for the overall operation of the Association. This includes overseeing the fourteen-state Southeast Health Disparities Collaboratives and the State Migrant Health Program funded by the Bureau of Primary Health Care along with forecasting and planning the future direction of the organization. Ms. Woodard's experience includes community and program development, staff enhancement training, and budget management. Her primary interests are in the area of local systems development relating to health care and youth self-enhancement.

Ms. Woodard is a member of several state and national organizations, which include the National Association of Community Health Centers, the National Association of Female Executives, the National Rural Health Association, the American Society of Association Executives, and the South Carolina Public Health Association. She currently serves as Chair-Elect for the National Association of Community Health Centers.



Kenya Mingo - Corporate Compliance/Program Development Officer

Ms. Kenya L. Mingo is responsible for the development, monitoring, and reporting of the Association's Corporate Compliance Program.  In this role, she communicates the results of the compliance/ethics of the Association and provides guidance to the Board, CEO, and Senior Management team as well as provides assistance to community health centers on matters relating to compliance/risk management and emergency preparedness.  In addition, as the Program Developer, she is responsible for conducting feasibility studies and developing new programs.

With over 13 years of diversified, senior-level experience in the non-profit sector, Kenya holds a Master of Science Degree in Organizational Management from Capella University and a Master of Business Administration Degree from Webster University.



Vicki M. Young, PhD. - Chief Operating Officer 

Dr. Vicki Young reports directly to the Chief Executive Officer and is responsible for overseeing the day-to-day operations of the SCPHCA.  As the Chief Operating Officer (COO), Dr. Young will be involved in the strategic planninig of both long-term and short-term goals for the Association.  Additional duties include the implementation of monitoring systems to ensure that operational standards meet the expectations set forth by the SCPHCA.



Chandra Beasley - SCHCCN Program Director

Chandra Beasley is the SCHCCN Program Director for the SCPHCA and is responsible for the day to day operations of the SCHCCN Program. Ms. Beasley has more than 8 years of experience in the health information technology field.  Her prior roles have afforded her extensive experience in EHR architecture build and design, HIE implementation/optimization, HL7 and reporting support, and Quality Assurance testing. She has obtained a Masters in Business Administration, Masters in Network Systems Administration, and a Masters in Public Administration from Keller Graduate School of Management, and is currently pursing a Doctorate of Health Administration from Capella University.



Katherine Kovich - Senior Clinical Quality Improvement Manager

In her role as Senior Manager of Clinical Quality Improvement at the South Carolina Primary Health Care Association, Katherine Plunkett provides technical assistance and training to community health centers around the topics of practice transformation, oral and behavioral health integration into primary care, and patient-centered medical home initiatives.  Mrs. Plunkett serves as a resource regarding evidence-based standards of care and provides guidance to community health centers on improving health outcomes for patients.

Katherine Plunkett is a graduate of the University of South Carolina with a Masters Degree in Social Work and a Masters Degree in Public Health.  Additionally, Mrs. Plunkett is a licensed social worker in the state of South Carolina (LMSW); a certified health education specialist (CHES); and a certified content expert in the patient-center medical home recognition process (PCMH CCE) 



Barry Brannum - IT Help Desk Technician

Mr. Barry Brannum is responsible for providing front line technical assistance and support related to the SCPHCA's computer systems, hardware and software.



Jimmy Ellis - Manager of Member Services 

A native of Camden, South Carolina, Mr. Ellis directs all trainings/educational events hosted by the SCPHCA. In addition, he is responsible for the member services function to include tracking membership and ensuring inquiries are resolved.

Mr. Ellis received a Bachelor of Arts degree in Public Affairs from Columbia College and a Masters in Health Administration from Webster University. 



Lorraine Miller - Membership and Marketing Coordinator

Ms. Lorraine Miller is responsible for providing general administrative support services for the SCPHCA. Additionally, Ms. Miller assists the Senior Manager of Member Services with SCPHCA sponsored conferences and meeting logistics.

Lorraine, a Jamaican native, received her Bachelors of Business Administration from Kaplan University and has over 7 years of executive level administrative support experience.



Breanna Roberts - Administrative Assistant

Ms. Breanna Roberts, a native of North Carolina, is responsible for providing general administrative support services for the SCPHCA.



Maurishka Williams - Chief Financial Officer

Ms. Maurishka Williams is the chief financial officer for the SCPHCA. She has a true love and passion for accounting.  She has worked in various areas of accounting for 20 years:  12 years in medical, four years behavioral health, four years of state and local government.  Also, she taught accounting as an adjunct professor for Strayer University (Augusta Campus).

Sherry Key - Accounting Assistant

Ms. Sherry Key is responsible for performing a variety of general accounting duties in support of the Finance and Administration Deparment.  Ms. Key is a native of Columbia, South Carolina. She graduated from Spring Valley High School and has over 15 years of experience in accounting and office Management.



William Feagin - Director of Revenue Maximization

Mr. William Feagin, a native of Columbia, South Carolina, is the director of revenue maximization.  His responsibilities include: development of new services for the Association; liaison and subject matter expert for commercial insurance; and Medicaid and Medicare programs, coverage, eligibility, and billing. Prior to joining the Association, Mr. Feagin was with the SC Department of Health and Human Services for eight years, where he held several positions. He has also worked in the private health and supplemental insurance industry.  He completed his undergraduate work at the University of South Carolina in 2005 where he received a Bachelor of Science in Business Administration.



Vera Marshall - Manager of Credentialing Services

Ms. Vera Marshall coordinates completion of provider credentialing for various health plans; performs primary and secondary source verification; and works with internal and external insurance and billing analysts to resolve credentialing and/or billing issues related to credentialing.  Ms. Marshall attended Allen University where she recieved her Bachelor of Arts in Business Administration.  She has a Masters degree in Human Resources from Strayer University.



Carlo Victoriano - Chief Program Officer

Mr. Carlo Victoriano is responsible for the oversight and direction of all of the SCPHCA programs to include daily program operations and managing program budgets. In addition, he evaluates the South Carolina Agricultural Worker Health Program (SCAgWHP). In this role, Mr. Victoriano ensures the effective provision of quality culturally competent primary health care and reduces health disparities for migrant and seasonal farmworkers and their families residing and/or working in South Carolina.



Ellen Erskine - Program Assistant - SCAgWHP

Ellen is responsible for providing data entry services and programmatic support for the South Carolina Agricultural Worker Health Program (SCAgWHP) as well as provides administrative support to the CPO.



Elizabeth Avila - Program Coordinator - SCAgWHP

Ms. Avila is responsible for the efficient operations of the South Carolina Agricultural Worker Health Program (SCAgWHP).  In addition, she coordinates the SCAgWHP intitiatives designed to improve access to health insurance coverage for migrant and seasoned farmworkers and their families (MSFW) in targeted areas of SC.

Elizabeth is a resident of Florence, South Carolina and has over 6 years of outreach and interpretive experience.



Isaac Altamirano - Outreach Specialist - SCAgWHP

Mr. Altamirano is responsible for improving access to preventive and primary care services for Migrant and Seasonal Farmworkers and their Families (MSFW) in targeted areas in SC. He also provides direct outreach/enabling services to MSFW, assists eligible farmworkers/families enroll into Medicaid or the Affordable Care Act (ACA) Marketplace, and provides programmatic and administrative support to the South Carolina Agricultural Worker Health Program (SCAgWHP).

Isaac is a native of Mexico and has over five (5) years of combined experience performing outreach and providing translation services. 



Madison Hall - Health Care Access Coordinator

Madison Hall is responsible for coordinating SCPHCA's outreach efforts and providing technical assistance to the community health centers to include, but not limited to the Affordable Care Act, special populations, and faith-based initiatives. 

Ms. Hall is a graduate of the University of South Carolina with a Bachelor of Arts degree in Experimental Psychology and a Masters degree in Public Health with an emphasis in health promotion, education and behavior. 



Joel Mercado - IT Consultant

Mr. Mercado is responsible for providing technical support to the local area network, addressing computer hardware and software issues, developing a data warehouse, implementing and maintaining the website and virtual offices, and providing technical assistance for the SCPHCA.
